Pack 261 Policies & Procedures

Youth Protection

Pack 261 takes youth protection seriously. All leaders must:

  • Complete Youth Protection Training annually
  • Follow the Barriers to Abuse (two-deep leadership, no one-on-one contact)
  • Report any concerns to the Cubmaster AND to the BSA national hotline: 1-844-SCOUTS1
  • Never photograph scouts and share publicly without parent consent

Photo & Social Media Policy

  • Always obtain written consent before posting photos of minors
  • Use the annual photo consent form at registration
  • Group photos (no identifiable individual faces) may be shared without individual consent
  • Tag only the pack page, not individual scouts’ accounts

Refund Policy

Financial Controls

  • All expenditures over $50 require committee approval
  • Two signatures required on all checks
  • Treasurer provides monthly financial report to committee
  • Annual budget approved by committee vote in August

Advancement Policy

  • Leaders should not purchase awards before verification in Scoutbook
  • Arrow of Light is awarded only at pack-level ceremony
  • Rank advancements must be recorded in Scoutbook before purchasing patches
  • Scouts must complete all requirements — no shortcuts

Communication Standards

  • Official communications sent by Cubmaster or Committee Chair
  • Leaders should respond to parent inquiries within 48 hours
  • Use pack email/group for official communications (not personal social media)
  • Respect families’ communication preferences

Medical & Emergency Procedures

  • A copy of each scout’s Annual Health and Medical Record (Parts A & B) must be on file
  • Part C (physical exam) required for camping events over 72 hours
  • First Aid kit must be present at all pack activities
  • Emergency contact information reviewed at start of each year
